By MEGHAN SMITH | WASHINGTON (AP) – WV police are to offer cooperation on a new law-enforcement program that is designed to crack down on illegal drug trafficking, but it also will provide a model for other local agencies.WV Police Chief Dan Hulsey said Tuesday he is confident that his officers will be able to work together.
He is expected to unveil a new training program in the coming days to help officers and officers-in-training prepare for what he said will be a challenging new challenge.
“I think we are going to be able do what we need to do to protect our citizens and to protect law enforcement, and I think we can do that because we have the resources and the resources to do that,” Hulss said.
Police have been criticized for the speed and lethality of the arrests that led to the death of Dontre Hamilton last year in the city’s East End.
Hulsey told a news conference that he was confident in the skills and expertise of the WV officers.
The program is designed so that when they need to talk to each other, they can talk to us,” he said.
The new program will allow officers to communicate in an emergency and to help each other in an effort to reduce the need for more than 1,500 arrests per year.”

But it will offer officers who may not have any other relationships in the community the opportunity to work with one another.
He said WV law enforcement is among a number of agencies that have developed partnerships with other departments and with other law enforcement agencies.
Hauls said that although he did not know if the program would work, it could help make WV safer.”
What we’re doing here, is going to work well,” he added.
Huling said that while the department had no plans to expand the program to other cities, it would have been better to create a similar program in Baltimore and other places.”
It is good to have a model that works, and it would be good if it was done in other cities as well,” Huling said.
Huled said he hoped to have it up and running in the next two weeks.
He declined to elaborate on when that would be.
Hudasey said that the new program is different from what is being offered in other jurisdictions.
That is because the Wv Police Department will not have a presence in the drug markets that Hamilton died from.
Hulu is not the only television network that has used the program.
The WV Times-News recently used it to highlight the work of a group of WV-area officers.
Huella Parks, the news editor of The Washingtons Daily News, said that it is important that the program includes a sense of community.”

Hulss called the program a valuable tool.
“If we don’t have any people talking to each another, if we don.d.n.t have anybody helping each other out and not being afraid to talk about things, then we’re going to have this problem,” he told the press conference.
Hulasey said his department had received no complaints about the program so far, but he would have liked to see more people talking about it.
